Phật giáo là tôn giáo được xây dựng trên nền tảng đạo đức của xã hội, hướng đến sứ mệnh cải tạo tâm, kêu gọi thực hành đời sống đạo đức, đưa đến giác ngộ, giải thoát khỏi luân hồi. Điều này được chứng tỏ ngay trong các kinh điển Nguyên thủy (các bộ Nikaya hay A Hàm), Đức Phật chỉ tuyên thuyết về con đường đưa đến đời sống phạm hạnh, đưa đến thành tựu chánh trí. Những lời khuyên của Thế Tôn cho bậc quân vương, bậc trí giả và cho người dân đối với đời sống thường nhật, về bản chất cũng không vượt khỏi đạo lộ thanh tịnh.
LÝ TƯỞNG VỀ CHUYỂN LUÂN THÁNH VƯƠNG
Đức Phật quan tâm đến sự chấm dứt khổ đau và tạo dựng hạnh phúc, an lạc cho nhân sinh. Trong kinh Tương Ưng, sau khi hóa độ cho sáu mươi vị đệ tử đầu tiên, Ngài dạy các đệ tử hãy du hành vì hạnh phúc, vì an lạc cho chư Thiên và loài người: “Này các Tỳ kheo, hãy du hành vì hạnh phúc cho quần chúng, vì an lạc cho quần chúng, vì lòng thương tưởng cho đời, vì lợi ích, vì hạnh phúc, vì an lạc cho chư Thiên và loài người” [1]. Ngài là bậc đạo sư giác ngộ, vì vậy đã có không ít những bậc quốc vương, đại thần tìm đến tham vấn, thỉnh cầu Đức Phật chỉ dạy, là dịp để Ngài hóa độ, khai mở trí tuệ cho họ. Trong số các vị đệ tử lớn ấy, có vua Ba Tư Nặc (Pasenadi), Tần Bà Sa La (Bimbisara) đến với Ngài bằng tâm cung kính, vì chánh pháp hỏi đạo. Qua đó, Ngài không dạy các vị vua nào làm gì để mở rộng quyền uy thống trị, chinh phục lãnh thổ mới. Mà Phật dạy các vị vua ấy hướng đạo, thực hành các thiện pháp và xem họ như những vị đại thí chủ.
Trong kinh Chuyển luân Thánh vương Sư tử hống, Đức Phật đã kể về vị Chuyển luân Thánh vương luôn lấy chánh pháp trị nước, chinh phục bốn thiên hạ với đầy đủ các món báu: “Thuở xưa, này các Tỳ kheo, có Vua Chuyển luân Thánh vương tên là Dalhanemi (Kiên Cố Niệm), là vị pháp vương, lấy Chánh pháp trị nước, chinh phục bốn thiên hạ, thống trị các quốc độ và đầy đủ bảy món báu. Vị ấy có đầy đủ bảy món báu, tức là xe báu, voi báu, ngựa báu, châu báu, nữ báu, gia chủ báu và thứ bảy là tướng quân báu. Vị ấy có hơn một ngàn hoàng tử, dõng kiện, hùng mạnh, nhiếp phục ngoại địch. Vị này trị vì quả đất này cho đến hải biên, dùng Chánh pháp trị nước, không dùng trượng, không dùng kiếm” [2].

Chúng ta có thể hình dung một vị Chuyển luân Thánh vương như người vận chuyển bánh xe pháp, tôn trọng pháp, dựa vào pháp, cai trị theo pháp vì sự xán lạn của thế giới. Đặc biệt, vị vua này sở hữu bảy món báu ví như thất Thánh tài trong nhà Phật gồm: xe báu trên không trung như một vũ khí hiện đại; gia chủ báu như có được người quản lý giỏi, đáp ứng mọi nhu cầu của vua; tướng quân báu là người điều khiển bốn binh chủng; nữ báu như có được người vợ đẹp, tài hoa; tượng báu với cặp ngà chinh phục muôn thú; ngựa báu có thể đi ngàn dặm, đi trên nước như đi trên đất; châu báu chính là viên ngọc Mani trong búi tóc của vua. Như vậy, để trở thành vị Chuyển luân Thánh vương hay trở thành vị vua chân chính đều phải dựa vào chánh pháp, tôn thờ pháp, tôn kính pháp, ngưỡng vọng pháp, lấy pháp làm tiêu chuẩn, tiêu chí và dùng chánh pháp để bảo vệ thần dân.
Thật ra, cần minh định rằng: Trong lịch sử nhân loại chưa từng có vị Chuyển luân Thánh vương nào xuất hiện. Chuyển luân Thánh vương chỉ là lý tưởng, không thật có. Bảy món báu chỉ cho hoàn cảnh của hiện tại và sẽ thay đổi. Đó chỉ là một hình mẫu lý tưởng, ước lệ để các vị minh quân y cứ làm tiêu chuẩn để trị nước, xây dựng xã hội lý tưởng. Mục đích Phật thuyết kinh Chuyển luân Thánh vương chính là nói đến giáo lý vô thường, đổi thay của hoàn cảnh, thời cuộc. Nguyên lý đó chính là lời dạy của Đức Phật trước khi nhập Niết bàn: “Này các Tỳ kheo, đây là lời Ta nhắn nhủ các Ngươi: Các hành là vô thường, hãy tinh tấn lên để tự giải thoát, không lâu Như Lai sẽ diệt độ” [3].
PHẨM HẠNH LÀ NỀN TẢNG QUAN TRỌNG
Ở một khía cạnh khác, trong kinh Tiểu bộ (chuyện tiền thân), Phật dạy về những đức tính cần có của một vị vua chân chính, cai trị quốc độ bằng cách từ bỏ mọi ác đạo, không xâm phạm Thập vương pháp và luôn hành động chân chính. Đó chính là mười phẩm hạnh của một minh quân: “Bố thí, nhân từ, đức hạnh, công bình, thân ái, nhu mì, ôn hòa, nhẫn nhục, ăn năn, bi mẫn, là mười giới đức” [4]. Đức Phật đã nhấn mạnh vào sự thật, cái xấu hay cái tốt của dân chúng tùy thuộc vào sự hành xử của người trị vì họ. Ngài đặt ra mười phẩm hạnh cho bậc quân vương để thực hành, hướng đến xây dựng xã hội lý tưởng mà thực chất là cuộc cải tạo đạo đức tự thân, đưa đến xã hội an lạc.
Đối với Phật giáo, đức hạnh là nền tảng, phẩm chất quan trọng của một người và xuất phát từ những việc làm cụ thể. Theo Phật, bản chất của đức hạnh không đến từ kế thừa dòng họ mà có từ chính hành động của mỗi người: “Hành động làm ăn trộm, hành động làm nhà binh, hành động làm tế quan, hành động làm vua chúa [5]. Một khi vương quyền có đức hạnh, nhà nước có đạo đức thì điều kiện hạnh phúc của mọi công dân được khẳng định và bảo đảm. Trong Tiểu bộ kinh số 334 đã phóng tác hình ảnh, nếu một quốc vương có đức hạnh và cai trị đúng pháp, thì ngay cả trái cây cũng tăng thêm vị ngọt [6].
Điều này còn được minh chứng trong những chuyện tiền thân của Phật như: truyện Sandhibheda, truyện Ayakuta, truyện Cuntani, truyện lời giáo giới cho vua…đều ghi lại những tiền kiếp, Ngài làm vua chuyên thực hành Bồ tát đạo để trị quốc, an lòng dân bằng chánh pháp và đức độ. Trong truyện lời giáo giới cho vua, sau khi Phật trấn an và tán thán vua Câu Tát La (Kasola) về việc xét xử một vụ kiện đúng pháp và công bằng là việc thiện, là con đường đưa đến chư Thiên. Đức Phật tiếp tục kể câu chuyện về hai vị vua hiền đức là Brahmadatta và Mallika, cả hai vị vua suốt đời làm thiện sự, làm các công đức sau khi mệnh chung được sanh lên Thiên giới. Chính vị vua Brahmadatta là tiền thân của Đức Phật, suốt đời Ngài lấy chánh pháp để thực hành: “Lấy không giận thắng giận, lấy thiện thắng không thiện, lấy thí thắng xan tham, lấy chân thắng hư ngụy” [7]. Như thế, lời Phật dạy chỉ bàn đến góc độ đạo đức xã hội, lấy tu dưỡng thân tâm làm căn bản để lợi lạc quần sinh, hướng đến đời sống thiện hạnh.
Tâm Phật bình đẳng với tất cả mọi người từ vua quan cho đến quần chúng. Thế Tôn tiếp xúc với vua quan như tiếp xúc với các đại thí chủ. Tuy nhiên, trong mối quan hệ nhà nước với công dân, Đức Phật cũng đưa những lời dạy để khuyến khích đệ tử, người dân làm tròn trách nhiệm của mình, hỗ trợ nhà nước xây dựng xã hội thịnh vượng. Quan điểm dấn thân hành động vì điều chân chánh được đề cập trong kinh Trung bộ, về cuộc hội đàm giữa công dân Dhananjani và ngài Sariputta với chủ đề liên quan đến những trách vụ của công dân đối với vua chúa và được Tôn giả tán thán: “Người vì vua chúa làm các điều đúng pháp, làm các điều chơn chánh, người ấy tốt đẹp hơn” [8]. Đối với các đại thí chủ như Anathapindika [9], Upali [10] và tướng quân Siha [11] … sau khi quy y Tam bảo và trở thành các cận sự nam hộ pháp tích cực, Đức Phật vẫn khuyến khích họ tiếp tục thực hiện các thiện hạnh đã làm trước kia và được Ngài tán thán: “Ai trồng vườn trồng rừng, ai dựng xây cầu cống, đào giếng cho nước uống, những ai cho nhà cửa, những vị ấy ngày đêm, công đức luôn tăng trưởng” [12].
LẤY TU DƯỠNG ĐẠO ĐỨC LÀM GỐC
Lời dạy của Phật đối với một cộng đồng nhằm giúp họ được vững chãi, thật ra cũng phát xuất từ nền tảng đạo đức và lấy đó làm căn bản. Trong kinh Đại Bát Niết Bàn, dân Bạt Kỳ (Vajji) ở Vesali được Đức Phật dạy cho bảy pháp bất thối tại tự miếu Sarandada: “…Ta dạy cho dân Vajji bảy pháp bất thối này…khi nào bảy pháp bất thối được duy trì giữa dân Vajji…dân Vajji sẽ được cường thịnh, không bị suy giảm” [13]. Sau đó, dân Vajji đã thực hiện đúng theo lời dạy của Phật và trở nên cường thịnh. Về sau, vua A Xà Thế (Ajatasattu) nước Ma Kiệt Đà (Magadha) muốn chinh phục dân Vajji và tự nói: “Ta quyết chinh phạt dân Vajji này, dầu chúng có uy quyền, có hùng mạnh; ta quyết làm cỏ dân Vajji; ta sẽ làm cho dân Vajji bị hoại vong” [14]. Vua sai đại thần Vũ Xá (Vassakara) đến thỉnh ý Phật về vấn đề này, tuy nhiên Phật không trực tiếp trả lời. Ngài muốn xác nhận với đại thần Vũ Xá qua việc hỏi Ananda về dân Vajji đang thực hành bảy pháp bất thối được cường thịnh, không bị suy giảm. Bảy pháp này được Phật dạy trong kinh Trường bộ và người viết xin tóm tắt ý chính gồm: Dân Vajji thường hay tụ họp và tụ họp đông đảo; tụ họp trong niệm đoàn kết, giải tán trong niệm đoàn kết và làm việc trong niệm đoàn kết; không ban hành những luật lệ không được ban hành, không hủy bỏ những luật lệ đã được ban hành, sống đúng với truyền thống; tôn sùng, kính trọng, đảnh lễ, cúng dường các bậc trưởng lão Vajji và nghe theo lời dạy của họ; không có bắt cóc và cưỡng ép những phụ nữ và thiếu nữ Vajji phải sống với mình; tôn sùng, kính trọng, đảnh lễ, cúng dường các tự miếu ở Vajji; bảo hộ, che chở, ủng hộ đúng pháp các vị A la hán ở Vajji” [15]. Chính Phật xác nhận khi nào dân Vajji duy trì bảy pháp bất thối, dân Vajji được cường thịnh, không bị suy giảm. Về sau, nguyên do không duy trì được bảy pháp bất thối này, xứ Vajji rơi vào tay vua nước Magadha và điều này được đại thần Vũ Xá xác định khi bạch hỏi Phật: “Tôn giả Gotama, Ajatasattu Vedehiputta (A Xà Thế) vua nước Magadha không thể đánh bại dân Vajji ở chiến trận trừ phi dùng ngoại giao hay kế ly gián…” [16].
Xuất phát từ câu chuyện về dân Vajji, Phật muốn dạy cho các đệ tử thực hành bảy pháp bất thối này. Ngài dạy cần làm gì để giáo đoàn cường thịnh chứ không nói về xảo thuật hay học thuyết: “Này các Tỳ kheo, khi nào bảy pháp bất thối này được duy trì giữa các vị Tỳ kheo, khi nào các vị Tỳ kheo được dạy bảy pháp bất thối này, thời này các Tỳ kheo, chúng Tỳ kheo sẽ được cường thịnh, không bị suy giảm” [17]. Và dù có nhiều đại thí chủ là các bậc quân vương, quan lại, phú hộ, Thế Tôn răn dạy các đệ tử không được tham đắm lợi lạc, quên đi hạnh của bậc Sa môn Thích tử: “Ðàn bà hay đàn ông, rượu chè tiêu hoang phí, được địa vị quyền thế, chính cửa vào bại vong” [18].
Đức Phật là bậc đạo sư, là người dẫn đường, Ngài chỉ ra con đường cải tạo tâm để mỗi người hướng về chánh pháp, thực hành thiện hạnh để chấm dứt khổ đau. Ở đây, Đức Phật đã tìm ra con đường giải thoát cho chúng sanh bằng cách đi ngược lại gốc rễ thâm sâu, ẩn náu của tâm bất thiện trong chính mỗi người. Từ đó, Phật gieo những hạt giống tỉnh thức để mỗi người biết rõ con đường của hiện tại và vị lai đi đâu, về đâu. Đúng như lời Phật dạy cho các đệ tử:
“Đường này đến thế gian
Đường kia đến Niết bàn
Tỳ kheo đệ tử Phật
Phải ý thức rõ ràng”.
